do they hire chess coaches too to help them get better?

I don't understand why they said Dvoretsky was a great coach for GMs when Dvoretsky was rated 2500.

what can a 2700 learn from someone lower rated

Coaching at that level is probably just opening prep. You don't need a coach who is higher rated than you if all they do is look through computer lines for things for you to play.

Fischer said his coach was excellent, even though his coach wasn't as strong a player in practice, so yes, teaching ability is somewhat independent of practical ability.
