So 2600 or 2800 seriously is probably to high of a rating to aim for.  

How ever I would say that 2000 to 2100 is more likely if you work hard at it, and 2200 to 2400 can even be achiveable, depening on your study skills and disiplince and personal love for the game.  It really comes down to how much time to do you want to put into something, to be good at it.  Also i would suggest getting a chess coach to help point you in the right direction.   

I have heard that you need at least  10,000 hours of work to be good at anything!

10,000 hours is 5 years of work at 8 hours a day, 5 day a week.   

You could change things abit and try 10 years at 4 hours a day, 5 days a week.   

or 2 hours at 20 years.

Really to be good...  really good at anything it takes time, dedication and probably the most important part is to truly love what you do since it takes soooo much time to be an expert in something.  If you love what you do then you will have the motivation to succed.

Since I was 6 til I was 16...then I had a 17 years break - now I started to play again. That makes what? 10 years? But now I definitely play worse then when I was 16.

This is the 100%  wrong approach right here.

1. Play serious openings: like the Ruy, Queen's Gambit, Sicilian etc.

2. Drop the bullet. You don't learn anything from it. It's just moving fast. 

3. Get some kind of book and study middlegame tactics and endgames.

Now get to work.

Not true, but until you don't start to treat chess seriously - yes you have no hope whatsoever.

Well no mercy here!Cool  There are much more greater things you can shoot for like maybe a med-doctor, rodeo rider, fire man or police chief. But if you wan to go for the full ulti"mate", be a politician and vote in your pay raises, retire with full pay, and the best of medical care. And you do not have to show up for work if you have ahang over from the night before! There ratings are about 5500

You'll never get to IM or GM level. If you try extremely hard, maybe, you might have the chance to get to NM level.
