do personalized elo rating affect engine strength

i have arena 3.5.1 with it i have loaded houdini 5 as well as komodo 10.3 with personally assigned elo rating of 3333 and 3300 respectively. However houdini seems to win most of the games.. but according to what i have been made to believe, komodo should be the stronger of the two....my question is do the personalized elo rating affect the playing strength of chess engines
