Do Ratings inflate over time.

I probably tightened up on my chess about 3 years ago. I know more openings than I did back then, and I do play a little smarter. However, I was stuck in the 1300's for quite a while and I studied like crazy fight to reach 1400. Then I frequently dropped back to 1300. Then very recently I started playing a lot. And trying to brush up on more tactics and openings but I'm suprised to see I shot up to 1500. I was really shocked to take a couple recent wins on 1600 level players. And when I was around 1300, I never would have thought this to be possible. I'm suprised at the amount of hanging material i see in 1400-1600 games. I even took a guy's queen for nothing recently. I'm happy to be progressing but the achievement feels empty. My question is, do the ratings inflate over time or something? I'm only talking about 3 years. Have I actually improved or are all the 1300 lvl players now 1500? Thanks for any help.

You know that you improved, you've just told us about how much you studied to get better.
Those players are underestimating you, that's why they're careless. As your rating goes up, they'll start being more careful and you'll struggle against them for a little while before you go up again. The same's been happening to me.
