Do you have to say adjust before touching or after?

Once while visiting France I bumped into a guy on a train and decided to use that little French I knew, and said “J’adoube”.

He turned and said in a thick french accent “Sir, You are supposed to say J’adoube BEFORE you move, not after!”

If he says adjust is granted to him adjust a piece that is not well placed in the square. He so can adjust it, preferentially in the center ofthe square.
He needs to just adjust. Make a move is another thing.
