Do you think chess is a form of gambling?
The OP's entire idea is baffling. As others have pointed out, gambling, as the word is understood in its primary meaning, is wagering based on the outcome of some other action. It's not the "some other action". One can wager on anything, something whose outcome is determined by pure chance, or a high degree of skill. Playing a game of chess is different than wagering on the outcome of a game of chess, there is no equivalence. This thread topic is fuzzy thinking at its best.
You can bet on anything.
