Does chess.com incitate cheating in daily games

I am surprised how chess.com never penalize obvious cheating in daily games. some players who can hardly make the difference between a pawn and a bishop in a real time game, can reach 99% of accuracy on daily games without any reaction despite multiple reports. I don't understand if the goal is to incitate to cheat or to kill daily games

The perception of cheating levels is orders of magnitude more than the actual amount. The vast majority of games and players are clean

It should be noted that accuracy, as reported by the site, is not a direct engine correlation algorithm and is not a cheat detection tool. If you have reported someone and they didn't get closed after a few days then either:

  • There is insufficient evidence of cheating
  • There is no evidence of cheating
