No, it's a logical fallacy. There's no connection to skill enhancement in one area and mental deficits in all others or any others.
Chess is not really useful in the real world, so it doesn't make you dumb but knowing how to play doesn't make you smarter than anyone else

No player in this fantasy world ever needs to play the standard time controls for a professional career in chess, that means getting to 2500+ or equivalent (yes things are this convoluted the way I write it) still leaves a player all the time they want for living outside of chess.
