Someone has to report these players until something can be done. How many players have you reported so far?
Does Chess.com allow abusive players?
Maybe one or two. It's not easy to find how to report them manually. (But block is easy to find.) When they deliberately time out of losing games, that is automatically reported. I'd be interested to hear from staff some statistics on bans and the criteria for being banned.

Does Chess.com really ban anyone for abusive or unsportsmanlike conduct? When players behave badly, very often the comments on their player profiles reflect repeated instances of such behavior. This leads me to believe that Chess.com does nothing about it. I guess that's to be expected - this is the internet after all, but why then do they pretend like they might act on it?
