FIDE Arena has nothing to do with such tournaments.
Actually FIDE uses another platform for hybrid tournaments (Tornelo), and there are not "hybrid ratings"- they count as regular OTB games.

No, they are Arena exclusive. You might see such titles attached to players in the pairings of tournaments in Chess Results, but the FIDE ID card of the player mentions the title as strictly arena specific.
For the record, the highest FIDE rating this (untitled) AGM has achieved is 1845- well below CM status, that is.

The platform does not need to be Tornelo, you can apply for a hybrid tournament on any platform provided you satisfy the requirements, especially FIDE arbiters on both sides. This gives a regular FIDE rating.
The FIDE online arena provides the possibility to earn a FIDE online arena rating as well as FIDE titles ACM, AFM, AIM, AGM.
