Does the amount of bullet games played affect rapid ELO?

I've heard that you gain more ELO points in your first few games, does playing games in one time format affect ELO gain in other time formats?

Chess.com uses glicko rating system, and there is a stat which increases if you don’t play lately, and decrease if you play a lot. It is seperate in all time controls.

Meaning, for example, I play a lot of bullet. Im at 1000 elo and usually gain/lose 8 per game. But when I run my first/first lately rapid game, I can win up to 30, 50, even 100 or lose it
