Does the ELO system really work???
The in game reviews are still a fairly new feature. They start with your rating and add or subtract points based on how you are judged to have done in three phases of the game.
It is good that you are getting some high numbers from those reviews but something else is dragging your rating down. Do you lose on time a lot?
Real ratings have been based for the last 60 years on results, not how you play during the game.
They seem to have resulted with Magnus on top for the last 10 years. That feels like it makes sense.
The people who he has played in tournaments are close and he loses sometimes but he wins more than he loses, even when playing the top players.

As it was pointed out before, that rating estimate is just a (horribly bad) guess. It's all over the place, and "usually around 1300" is simply not true. Like here it says that you are rated 100, which is the lowest possible:

lately Iv'e been playing badly, and now most my games look like this. It estimated me 1100. Seeing the brilliant move made me feel warm and fuzzy inside... sigh, I'm such a noob
I played with White, and Iv'e been going through Endgame practice so it shows my openings are not good as they were
