Stats from human games say 53-47% performance split.
So yes, white has higher chances.
Beyond that, scientifically, the stronger the playing field, the more you win with white.
On TCEC, the strongest engine competition, white usually scores as high as 60%+
The games of weaker players carry more randomness with them.
Tactical- yes, but can depend on your play style too if your a response player like me then playing black works better, if you like setting the pace white
