I may be considered someone who isn't the best at chess, but here's my two cents:
If there is an opposing LSB, don't move it.
If the opposing LSB has been captured, it's fine to move the f-pawn.
Also, moving the f-pawn could be an offensive strategy. That is because if you castled kingside, you can move the rook up (provided the f-pawn is out of the way).
