It has happened twice now that someone is losing to me and offers a draw. I declined both times. Both times they abandon the game rather than resign. It seems a bit rude, but perhaps the etiquette is to accept a draw? Is it I who is being rude by declining the draw?

If you're winning, or believe you are, there's no reason to accept a draw.

That's what I figured. Abandoning the game rather than resigning seems intended to punish the opponent who must wait until the game times out. Is this a thing that people do here on chess dot com?

Yes, players on chess.com sometimes do abandon games instead of resigning (usually at lower levels).
