Draw offer on turn 2

Ever played a game where someone offered a draw after their first move and said they want to play white?  Then when you don't accept the draw, they just let the time run out?  Strange.

Not strange at all, but i'd avoid playing that person again.

Also, if it was on here that happened, I'd report the person 'cause that's a really stupid thing to do just because you have the black pieces.  It violates the site's fair play policy too.

Looks like I was a liar.  I played 3. Nc3.  Oh, actually, that's still a draw offer on turn 2, but after their move.

1. e4 e5 2. Nf3 d6 3. Nc3.  That was a great game!

Is there a way to block someone besides being in the live window?  I played other games while I waited for our game to time out, so I ignored it and forgot to block them.
