Draw offers when not a mouse or phone slip

Similar to my other question but a bit different.  Sometimes in rapid or blitz I get draw offers from people who are in clearly losing positions.  No explanation that they made a mouse slip, or any mitigating circumstances, just once I am clearly winning, "opponent offered a draw".  In these cases I don't usually respond by chat, but just play my next move, and hope they get the point, which usually they do and we finish the game or they resign.  Or if they offer (I should say, beg for!) the draw when it's their move I chat back "just resign and I will rematch if you like".  That sometimes is followed by my opponent abandoning the game, or running the clock.

I just think it is bizarre that someone would offer a draw after falling into a losing position.   Why would anyone do that?  I wouldn't dream of asking for a draw unless I had a mouse slip AND the mouse slip was obvious.

And I should add that sometimes a persistent draw requester will play out the game or agree to a rematch, and then mop the floor with me.  Which is fine.  I earned it by my play.  BUT sometimes I dominate them again, and if they were particularly pesky about the asking for the draw in the first place, I admit that I have facetiously gotten to a clearly winning position or endgame in the second game, and then chatted "Draw?"  In fact, even if they are mopping up, and I am about to be checkmated myself, I will often do the same thing haha.  

 

I feel a little bad for it on the one hand, but on the other hand, it's like "do you see how silly it is to ask for a draw in this position?"

This has happened to me as well, very annoying and I feel like it's bad form like they're trying to inflate their rating with a draw instead of taking the full loss of points.

 

This happens to me in daily games. The mouse or phone slip excuse doesn't apply anymore here.
