Which game?
A game will be a draw when:
1- the same position appears on the board 3 times (i.e. draw by 3 move repetition)
2- If the opponent has no legal moves ( also known as as stalemate)
3- As mentioned above, the 50 move rule. If 50 moves have been made, and none of those moves were a capture or a pawn push, then it's a draw
Now you know not to repeat it. Simple as that =]

Because when you stalemated someone, he possibly cant move Ill explain to you with the following example (don't get offended just an example): You cannot stalk someone even if he is weaker. Or let's say, you cannot snatch anyone's rights. So, in the case of a stalemate, you snatch the right of black forces to move, hence a draw. I don't know if this will explain pretty well, but I'm not a coach so.

Yes, snatching someone's right is punishable, therefore, you get a draw even if your winning as your punishment.

Military analogies are of limited usefulness in chess. It's a game. You're better off comparing it to another game, like football. Stalemate is a foul. You can't win that way... no more than you can win by kneecapping the opposing quarterback.

I don't see how that's an analogy. In chess if one side is not being attacked, and still cannot move, that's a draw. In your analogy, one side WAS being attacked, could not move, so that was a win. Hussein was captured.
In the title of this topic you said draw when you have all the weapons to kill. But just because you have the weapons doesn't mean you automatically get the win. You have to USE the weapons you have. If you don't use the weapons (time, pieces, position) correctly you wont get the win.

You have to take turns, so if the enemy cant move, he cant do his turn, so it cant be your turn again.
Guess what Einstein, in actual battles you also don’t begin with a handshake and take turns!
Seriously, either learn the rules to a game and stop crying, or find another game, stop making excuses for your own staggering incompetence, this is entirely your fault.
A good player would acknowledge his mistake and keep this information in his arsenal for the future, and attempt to swindle a stalemate from his opponents in lost positions.
A whiny man baby will throw a fit and refuse to learn from his mistakes, all while blaming the rules.
In this rare instance one should hate the player and not the game.
In a street fight, kicking someone’s knee out or giving a swift elbow to the face will often times get you a win, but in boxing it will get you disqualified and potentially sued.
Obviously it isn’t the fault of the sport of boxing that one party is dangerously idiotic enough to mistake one for the other.
