It's a draw because they didn't have sufficent mating material.

If I understand the rule correctly, when your opponent only has a King left you still have to catch him before your time runs out no matter how many Chessmen you have left. You lose on time if you cannot checkmate him in the time that you have left ( if I'm right on that, anyone ? ).
Ok Fissionfowl, if we accept your theory that the player with only a King remaining and who managed to elude capture until his opponent ran out of time only gets a draw then another question comes forward. If the games in question were played on this Chess site then you are saying that errors are occuring in the program that monitors the games being played here ? ( just so that I can watch for this in my own games ).

A few times I lost by time but other side had a only king it's why it's lost it's draw .
