I recently offered a draw to my to my opponent. He or she didn't respond. A message did say 'draw offer impending' - I was informed that I lost on time!

Appears you offered a draw on your turn and did not move.

What you did wrong is you failed to make a move in time. Just that you've offered a draw doesn't stop your clock running, and he can ignore it if he wants.

You should have moved as well. The draw offer will last until he makes his next move.
