how in a draw does the higher rated player lose rating and the lower one get a higher rating ,should ikt not be the same

The higher rated player loses points because as the higher rated player, he should be expected to win against a lower rated player.  A draw just doesnt cost as many points as a win.

Yes it should.  The lower rated player is rewarded with points if he can draw a higher rated player.

in a draw the match point is shared . you both neither lost nor won . rating is another matter .. draw will have effect on rating .

 The amount of rating loss/gain is usually not equal between the players. The rating formula will produce different values and also be impacted by each player's rating deviation (RD).
