Drawn Game Via Move Repetition Rules

I have a question about when games are drawn due to "move repetition."  What are the rules concerning that?  I noticed that it's come up before in my games, but similarly there have been times where 20+ back and forth (exactly the same) moves have not drawn the game.  Which scenarios lead to draws from such repetition and which do not?

A draw can be claimed by either player after the same position has occurred three times. On this site, a player must claim a draw (by clicking the draw offer button) for the draw to happen.

but is there not a rule that opposing player can refuse a draw? I think I've read that somewhere

The opposing play can refuse to accept a draw _offer_, but a draw _claimed_ after three repetitions is a draw.

A draw offer can be refused but a draw claimed(based on the rules of chess) can't be refused if the claim is valid (stalemate, three repeated positions, 50 moves without progress).

"Tis game aint progressig quick enough I want a draw!"?

50 moves without a Pawn move or capture.

50 moves by each player without any captures or pawn moves.

Also, for the repetition draws, the following are NOT considered a repetition of a position:

A.) When in one position, White is to move, and in the other, Black is to move.

B.) If Castling on a particular side is available in the first or second position, but is no longer available in the second or third position.

C.) If an en passant is available in the first position; by definition, it will not be available in the second position.
