I agree  with policarpo, in all tournaments I've been in one has  drawed his way through a tournament. He just waits for the right moment to offer draw. the other player might accept because he also want to win the tournament. So the best player is best tournament strategist instead of the best chess player.
I doubt that the draw result is intented to force a result because your fear the endgame or fear make a mistake.
draw is meant as a result if the game is in fact draw.
only two grandmasters can play well enough to know that a game is a draw on move 15.
someone (rated 1500) showed me a position and he said there was no point in playing this position cause a GM had analyzed the position to be 100% draw.

I challenged him to prove it, I won the game. unfortunately I cannot remember the position.

Personally I found the ridiculously long religious art interview interuptions a lot more irritating than the game. It was actually a pretty sharp game. How is that opening called? I heard Jan Timman mention something like Saemisch

if drawing games is a legit tournament strategy at all cost.
the logic would be...decide what players I would have a hard time win against. create drawish position against them and offer draw early at the right moment before I make an error.
but I think it is better to try to win all games but if you do the first then you might win the tournament but not my respect.

The OP complains that the top players pre-arrange draws. He then points out that the current WC match has had three draws. I find this a bit inconsistent - why would any games in a 1-vs-1 match be arranged draws? There would be no benefit to either player of doing that, it would simply be dragging things out needlessly. The three games have been drawn because they are both very strong GMs and as yet neither has been able to break the other down. Also I thought today's game was quite an exciting draw.

Yes sometimes you get quick grandmaster draws in tournament games, but not a WC match, there's no sense in it.
