I have an ELO rating that is extremely low (initially it was about 37). I am frustrated. I want to improve but I can't, irrespective of how much practice I get.

So many learning tools in here, Tactics trainer and chess mentor helps a lot. And mostly, play !

what? is this like UK rating system or something?

just do a bunch of tactics puzzles at like chesstempo or something, your rating should sky rocket.

The person above suggested good advice. I think that you shouldn't give up. Ultimately, the way to improvement lies in the reason for your errors. Do you find yourself failing to concentrate? Are you miscalculating? etc. I believe that if you understand the reason for your mistakes and find ways of rectifying them (i.e. buy a book or use Tactics Trainer or deeply study the articles here), then you should be fine, in my view. As far as books go, I like "Winning Chess Tactics" by Seirawan and Silman.
