Expanding on the queenside?

what do people mean when they say expanding on the queenside or kingside. why it useful to do that in the middlegame?

is that what you do in the middle game when you dont know what to do?. you push h4 to gain space on a side of a board?

In the middle game I try to look for my bad pieces and move them to squares where they are more active. Sometimes I try to limit my opponent pieces when possible by limiting the movement of their pieces (like using a pawn to guard a square I believe my opponent is trying to place a piece)

yeah same this game i played as white. all of my pieces are on nice sqaures and i involved the rooks. what would you play here is this a situation where you would play a4 to expand on the queenside? in the game i played d4
