Black is not going to block his bishop with Nd7. He will move the bishop out first.

c6 does give queen access tto c7 square and allowss a battery of queen and bishop to h2 but i think experience has made you choose the knf6 so that is good and makes me see new lines thanks

There are reasons in the Center Counter you should not play 1. e4 d5

2. exd5 Qxd5 3. Nc3  Qa5  4. d4  c6 [?!], One reason is White can have a system with an early Bc4 which can be counter if he had played 4. d4 Nf6.

Move order usually makes a difference in various openings. That is why I try and give the best move order for Black in the Center Counter.

To be fair, Ponz played top level correspondence games with it, I'd trust what he's saying over the Wikipedia main line.

Well, he is saying that it does matter, because of how it allows you to respond to certain moves, so in those cases it wouldn't transpose, and does matter.
