I often watch the three minute games and there's a lot of pointless time cheating when a draw really should be the only option

it's a warning for  other people, that's why  I mention  name

at the end,  when time  was  running  out  , he  succeded again and again  to gain more seconds  over  and  over...

This game was with 1 second (It says Time: 2|1) increment. Therefore, with each move both of you got additional second added. If he moved quickly enough, he was able to accumulate more time. It was definitely not cheating.

My guess is that there was a lag, and this gave both sides more time to think out the moves.

Clearly It was a game with increment.

There can be an increment and also lag. They do not exclude each other.
