There is no solution because a lot of the time the person loses the internet connection through no fault of their own, they did not purposely disconnect.

According to this thread http://www.chess.com/forum/view/livechess/new-logic-for-auto-pairing-and-seek-graph constant disconnectors are paired with other constant disconnectors.  I've noticed a significant drop in the number of d/cers that I play since these new stuffs were implemented.
