I think the normal way is that the tournament organizers do the FIDE registration for every participant who hasn't a FIDE ID yet. On the FIDE website are the contact adresses, maybe you should ask there.

I am an Indian Citizen living in Singapore. Today I went to Singapore Chess Federation to register for a tournament, but they said it requires a Fide ID and to contact AICF to get one. The registeration deadline is 25th Jan. How can I get the ID quickly? Wont they ask me, if I have played in any rated tournament in India before (because I haven't, and this is my first). Any help will be appreciated.
