I dont think so, I think you can lose all of them, just have to be enough matches. Fide rating is counted by rating performance, and you will get rating performance even if you lose all matches. (But certainly, your fide-rating will be very small, if you lose every match)
Fide-rated tournament: It probably depends on the country as well, for instance in Hungary, I can find only Fide-rated tournament, but there is not USCF, or something like that. But anyway, Fide tournaments should be anywhere, after all Fide is INTERNATIONAL. But it is still not so simple to play against 9 rated players, because at the start you will probably play against 1-2 rated players/tournament. So it depends on how many tournaments can you take participate in.

This is incorrect. You'll be moved to the list of inactive players but your rating will remain valid.

It is difficult in the US to get a FIDE rating but if you can play in Europe its much easier . In my first European open tourney ( Dos Hermanas 98 ) I was paired against 3 GMs , 1 IM and 1 FM ..... among my other 4 non titled opponents a couple of them had FIDE ratings . It took me only a couple of tournies ( both 9 round swiss events ) to get the necessary 9 games .
