FM title and books

Few months ago a FM was selling 300 chess books.

I know the rating of a FM should be 2300 or more, and I thought how useless were books, because 2300 / 300 they gave him about 7 points a book!

Maybe he could have just achieved the same result with 10 books, or maybe no books at all, and just training programs.

So I was thinking that books were useless for learning chess, and that too many people just like to have them, not actually read them.

And of course all that waste of money in books which will not give them any improvement. So how to explain this phenomenon: so many people like to buy chess books, which will never help them become a FM or IM?
