Note that according to 5.2.2, both of the final moves are illegal. Because the game is over. In the DarkSodaStorm´s example, because after Rh4+, Black has only one otherwise-legal move (Qxh4) and that is a stalemate, the game has already ended and Black should not actually play Qxh4. In HickAtHeart´s example, White would actually have a choice - Kxf8, or gxf8=any - but since Black is stalemated by all legal White moves, the game already ended at Qf8+
