I found that answer to my question. Only games played over the board count for rating points. Forefited games are not rated.
that makes sense
For example, if I am paired against an opponent in a swiss event and my opponent does not show. If I am repaired by the Tournament director, can I receive two benefits in one evening ie both the rating points from the forefited game and receive the rating points from the repaired game, if I were to win the repaired game?
