fritz 13 vs Shredder 4

It seems that it is possible to adjust the playing strength of shredder 4 making the experience better.

Is this also possible in Fritz.

Also, what are the best software for the purpose of learning/training against?

Fritz is very adjustable.  You can defintely adjust it's playing strength by setting a numerical handicap,  or by simply limiting it's thinking depth (ply).  

Personally,  I think Chessmaster is the best software for the purpose of learning/training.  It has the most structured tutorials.  It literally holds your hand through everything from learning how to move the pieces to complete breakdowns of grandmaster games.

You can also use a rating "slider" to adjust Fritz 13 to whatever playing strength you think you need.  How effectively that mimics a human opponent is open to debate, but it is "infinitely" adjustable in terms of its own internal rating level.  Personally, I like Fritz 13 because of its other strengths.  There are many alternate tutorial methods available here and elsewhere online which gives a far greater spectrum of options rather than evaluating one program against another.
