It uses a database of masters games. You can see for example that d5 is the most common response, played around 2900 times, compared to f5 only played 59 times.
If White plays 1. f4, they are likely aiming to play a Reversed Dutch Defense. The most logical reply is 1. d5, which takes control of the center and aims to develop the dark-square Bishop. The game should usually continue something like this,
