Not necessarily, not in certain chess variants and in under sixty second Bullet Chess. In such games, then the winner gets four times the amount of points for a checkmate or resignation than he does for a win on time.

On Chess.com, a player gets the same amount of points from a win regardless of game being abandoned, lost on time, or resigned.
There is an exception to this when there are NO rating changes either when the game is aborted, or in online chess when the game is lost in under four moves due to timeout.
In a straight two player rated game, If a player either/and/or: abandands game, lose on time, resigns, do they lose the same amount of rating points as losing to Checkmate.
