Is game dodging legal? we can abort the game if our opponents is higher rated and only play against lower rated. is chess.com have a limit of game that we can abort?

Yes, if you abort too often, as a percentage of recently completed games, you'll get restricted and lose the ability to abort.

There’s no point in doing that tho as you will get more out of playing stronger players

At the beginning of the match before making a move, look at you're opponent's profile.

Look at the 3 most recent game of you're opponent.

If your opponent won all of them, do not make a move and abort the game.

Personally, I enjoy trying to play against those who have a higher rating. My chances of winning are close to zero, but still, it's good practice after all.
