Of course it matters. Chess.com presents itself as a serious chess site and yet it does not follow the basic rules of chess on a very important matter.
In the official rules of chess you can only offer a draw AFTER you have made your move
True, but you forgot the rest of the rule ~~~> and before pressing his/her clock.
Online once a move is made, it immediately becomes the other players turn to move without a chance to make an offer.

Yet I am currently playing a game where my opponent made me an offer BEFORE he made his move.
I ask Chessica, the AI bot on the Support page and it told me that Chess.com allows this.
I think this is very wrong, if you opponent wants to offer a draw then they should first make a move so that you have the correct information to help you make a decision. Allowing opponent to make draw offers whenever is fundamentally changing the rules of chess.
We should ask Chess.com to make the appropriate changes so that their site follows the fundamental rules of chess.
