Games with no moves rated?

Sorry if this is in the wrong forum.
I know that games have to be a few moves long to be rated.
What if the game started on move 5? For example, the game https://www.chess.com/daily/game/262034696 is from a tournament where all games start on move 5.
If my opponent makes no moves, and runs out of time, will the game be rated?

In a tournament I believe they are rated, but is been a while since I played any.

As it is the starting position I believe it would be a loss but no raing change

If it is not a tournament, the game has to be at least 4 moves long, both players with 4 moves, to be rated.
On a thematic game, it may depend on the move counter if the FEN was entered or not with the appropriate number of moves. I would have to test to verify or find an example game where that happened.

Some severs won't count games with less than 2 or 3 moves. The games get rated initually, but then culled after some time passes, and re-calculates the player ratings as if the games were never played.
Not sure of the specifics on chess.com though.

It is 4 moves by each side in normal games. I want to say tournament games, if the tourney is rated, are rated no matter what, but I'm not positive on that.

So, we can just deliberately lose to a 2 move checkmate if we don't want to play the game?
Or resign on move 1, or abort the game. But I am certain that this would violate chess.com's Fair Play policy.

I think checkmates are always rated. The 4 move ruling is mostly about losses/wins on time.
