So it’s not possible for a 1600 USCF player to have consistently high accuracy scores like above 98%?

It is possible, but he wont be 1600 any longer. The rating would skyrock because of the much more likely sucess.

In other words: A real 1600 wont have that accuracy for a longer time or he is just underrated (young players often make large progress)

If they are that accurate, they are either cyborgs (rating 1600-2200) or simply enjoy watching software (rating below 1400).

It also depends on which algorithm you are using to measure CAPS. The one used by this website is much too optimistic, because of its short search depth and aggressive pruning.

It's given my games CAPS scores over 99% several times, and you can be sure that I'm nowhere near 2800 strength.
