my high 1930 tactics rating does not reflect on my measly 700 bullet rating.

Bullet is not at all correspondent to your playing strength. It's a lot of fun, but it's not chess. Continue studying tactics, as well as endings and strategy as already suggested. Practice assessing positions; that is, use a PGN editor to add your comments to your favorite master games (or your own games!!), then rewind, add an engine and see how your thought process compares to the engine's analysis. The more you practice, the better you'll get.
