Anybody can give lessons if someone would take them as mentor.

anyone can teach at any level and give their student benefit from it but unless the teacher has a "chess understanding" of 2600+ then the knowledge will always be limited.

Of course a coach can teach someone and help them to a higher level than the coach if they have the talent and the drive.  It's just like anything else.  The star pupils of the best piano teachers will play far better than their masters, basketball coaches regularly field whole teams with more talent than themselves.

One presumes Dr. Hawking was more advanced than every teacher he ever had, and he turned out all right.

I couldn't agree more. Anand, Ivanchuk, Carlsen, Giri, Aronian, all of the world's strongest players aren't great teachers. Teaching is a tallent that some people have and others don't. In general, the best teachers aren't the best in the world in what they are teaching.

They can if they can actualy explain things properly. Ratings dont mean anything.
