Elo and Glicko have the same basic idea, just think of Glicko as a refinement of Elo.

Thanks friend, I think this is all I need to know for now.  Too much info at this point for me but I really appreciate your input--it has been invaluable.

To those of you who would like to continue this thread please do.  I have exhausted my questions but I believe there is more nuances to be discovered.

Yes, glicko rates change as a function of time. If you have 100 games going, but only complete one game a month, your glicko will be higher than someone who has 10 games going, but finishes one every day. 

Completing games is what changes ratings, not playing them.
