Elo and Glicko have the same basic idea, just think of Glicko as a refinement of Elo.

Yes, glicko rates change as a function of time. If you have 100 games going, but only complete one game a month, your glicko will be higher than someone who has 10 games going, but finishes one every day.
Completing games is what changes ratings, not playing them.
