Going purely on values, the +3 for the knight is worth more than the +2 for the trade. Depending on the position (as always) I'd rather take the knight and keep the bishop pair (assuming that on move 13 the other bishops were still on). Hard to be definite though, without seeing the actual position.
Go up a Knight or Trade Bishop for Rook

Grab the piece unless there is a concrete reason not to. Here's why:
Typically, it is easier to attack, defend and/or maneuver having an additional mobile unit. When you're up the exchange you have (usually but not always) a stronger piece matched against a weaker piece, but the number of mobile units are the same and the minor piece can contest whatever you're trying to do with the rook. If you are cleanly up a piece, there is nothing to contest what that extra piece is doing and it's much easier to win since you can literally be in more places than your opponent can.
I just faced such a situation a while ago in a game. This was on move 13, so it was still pretty early in the game. I had the option to win a knight, or to trade my bishop for my opponent's rook. I chose trading bishop for rook. The way I see it, it might be better in the long run...
