Nope. It's never happened since the introduction of FIDE ratings in 1970, and it never will.
I realize this post is very old, I’m curious about this comment though. There’s no possible way that you could know such a thing. It seems unlikely to me that FIDE keeps official records of the age that each grandmaster first became serious about chess. Also, I hear grandmasters often saying “I’ve never heard of this GM”, so even if FIDE did keep such information (which they don’t), there’s no way that you are familiar enough with all GMs since 1970 to make the claim. So… why make such an obviously made-up comment?
