The San Francisco story is bogus, and was mostly hype. There is no ban. There are, however, laws about where and how you can congregate on public streets.
Speaking of bogus...let's just say your demeanor and manner of speaking make me skeptical about your origins ;). But I'd be happy to ask my friends in various parts of Italy if this trend is real. Then there's your profile...yep. Troll all the way.

Perhaps you are not aware of reading between lines. If you aren't shot or affected then it doesn't matter? I think the point is that it is banned (use monitored if you want to be strict) to a significant number of people.
I live here, and have been to the spot in question dozens of times. So, I don't need to read between the lines...oh, snap :).
