This claim means that a person who has spent thousands of hours studying chess, but has not reached master level is not smart.
You have successfully called tens of thousands of competitive chess players over the years "not smart" because they clearly couldn't work out the "right" way to use their time to become masters. This group, as I mentioned before, includes doctors, lawyers, MBAs, Ph.Ds, engineers, and so on.
The fact that so many of these people have never broken even 2000 shows that they must not only be "not smart", they must be less than "not smart". You've effectively called them idiots.
