A brilliant move now is pretty much when you sac a piece for a big advantage. I think they are more common in fast time controls... ie when youre more likely to play crazy-seeming moves. In my opinion a true brilliant move occurs in a long time control... not in time trouble... where you create a winning opportunity that is very difficult to see. i have 100 brilliant moves in bullet and I can't recall a single one lol.... only a handful in daily, albeit i have not played that many daily games, but those are much, much more meaningful than when I am throwing pieces at my opponent to manage time.

Played more than 6 or 7 brilliant moves in the road of 400 to 900 and always the enemy resigned

I'm almost certain some people have played brilliant moves. That Ding guy played a few thrillers in that recent match.
I’ve never had a brilliant move. I’m a beginner though, so it makes sense.
