I think 50 moves rule is only when one side have nothing but the king. Anyway, it's incredible how this fellow didn't want to accept the draw.

This was comedic. The 50 move rule is for 50 moves without a pawn move. There are two ways to think about this:
- Play him again because he is not logical enough to think that he can't win in such a clearly drawn game. Therefore, you should be able to beat someone who lacks such logic.
- Don't play him again because he was playing on to spite you.

buddy, i tried that like 10 times but he never repeated. i thought he was trying to win on time but i had over two minutes left which are enough to make 200 or more moves in this kind of situation.

Here are some suggestions to avoid a draw, any type of draw
1) Play a gambit, or at least something that has less draw potential. 3.Nc3 allows a large possiblity of a draw.
2) Try some moves that lead to unknown, chaotic, or at least hard to figure out , positions - in other words, don't play it safe. For example, instead of 9.Bg5, why not play 9.Qc5, threatening 10.Qxc6+. It may not be best, or it might be at least as good as 9.Bg5. The question is, can he find a good move to counter it in a blitz game? Let chaos reign in a blitz game.
3) Just keep repeating moves, no matter what your opponent may do. He may just decide it is a draw after all.
4) If it does come down to a K+N vs. K+N, and the game is not rated, then just resign.
5) You can always submit this game, and any other, to chess.com for unsportsmanlike conduct. They might not do anything but you can email your opponent that you've done so and let them worry about it.

Like I said in another thread, you should never resign or even settle for a draw, instead, play until blood spills from your fingers.
this is the first time i have experienced this on chess.com - baseless noobness. Though this led to "A draw by 50 move rule"!!!!! which was also a first.
I offered him a draw just before move 50 and he declined. After that 10 more times but then i had no idea why he was declining.....Its not like he is new to the site. I checked his profile and he has played over 4000 games!!Can something be done to prevent such a waste of time?
