The Swiss events will decrease if you do not have at least twice the number of rounds in entrants. For 7 rounds you have to have 14 players at the start.
If you have less than that, the number of rounds will be the number of players at the start, divided by 2 and rounded down. I believe for a Swiss you need at least 6 players.
